General conditions
Unidentifiable individual data sets are disseminated by Statistics Poland for a payment for scientific purposes to universities and other higher education establishments and to scientific institutes conducting research.
Dissemination covers data on social statistics and censuses. In accordance with Law of 29th June 1995 on public statistics, statistical data obtained in statistical surveys that can be linked and identified as data concerning a specific natural person, as well as information and statistical data characterising economic and financial results of national economy entities conducting economic activity, may not be published nor made available if the given aggregation consists of fewer than three entities or the share of one entity in a given compilation is greater than three-fourths of the whole.
Conditions for non-resident researchers
Non-resident researchers from the EU and affiliated countries may apply for access under the same conditions as national researchers. The information to be provided, obligations, and fees are the same.
Conditions for students
Only a request from a scientific or research institution shall be subject to a review to decide whether microdata can be released.
Legal framework
The statistical law of Poland (1995) emphasizes protection of confidentiality, especially of businesses. The 2014 CSO regulation offers a possibility of access for scientific research purposes. An update of the statistical law is in preparation. These changes will influence the process of granting access to confidential data.
How much does it cost?
Fees are established depending on time and work required for data preparation. Researchers receive an estimate of costs after their application has been examined.
How long does it take to obtain data?
It depends on complexity of requested dataset and current workload. It usually takes about a month but longer periods are possible.

Scientific Use Files (SUF)
There is no form to complete but a written application letter must be submitted with the following information:
- Project title
- Organisation and unit (e.g. Faculty)
- Description of project
- Scientific aims of the project
- Supervising head researcher and leading researcher
- Detailed description of required data
The application is assessed by the Programming, Coordination of Statistical Surveys and Registers Department and relevant subject matter department(s), in difficult cases, the President of Statistics Poland may also be involved. The process is coordinated by staff in Programming, Coordination of Statistical Surveys and Registers Department.
If the request is approved, then agreement must be signed by the representatives of the two parties (Statistics Poland and the requesting institution), stating the obligations of both. After the payment the data may be prepared for delivery through the TransGUS platform - a safe communication and information channel designed to transmit data in electronic form.
Secure Use Files (SecUF)
Social statistics and census data prepared as Secure Use Files are made available on the Scientist Workstand, an IT environment dedicated to in-depth, specialised analyses conducted by scientific and research institutions or universities. The Scientist Workstand is located in the building of Statistics Poland or a regional statistical office (currently the Statistical Office in Łódź). The possibility of using the Scientist Workstand is specified in a contract concluded by a research/scientific entity with a given unit of official statistics. Once the contract is concluded, the institution using the Scientist Workstand is supplied with all necessary technical instructions and provided with any substantive and IT-related support.

The pages above provide information on microdata disseminated at the national level by the statistical institutes in the European countries and on microdata disseminated by Eurostat. The pages describe the data and the procedures for requesting access as well as the available types of microdata files (Public Use Files, Scientific Use Files, and Secure Use Files).
This information was initially collected by CASD/GENES for the CIMES database developed for Data without Boundaries project (funded by the 7th Framework Programme, the EU's research funding programme between 2007 and 2013). CIMES stands for Centralising and Integrating Metadata from European Statistics. Various organisations (ADP, CED, CNRS-Réseau Quetelet, FORS, GESIS, RODA, ONS, and UL) contributed to the creation of CIMES by collecting and structuring the metadata for the period of the Data without Boundaries project (2011-2015). In 2021, Eurostat moved the CIMES database to the CROS platform to facilitate updates of countries' information. Eurostat would like to thank all CIMES developers, especially CASD, for sharing the CIMES database and for all efficient collaboration.
