General conditions
Microdata can be accessed only for scientific research projects under European and national legislation in the field, through a microdata access contract.
Researchers have to be affiliated to a research institute, university, National Statistical Institute, Central bank, consortium that has a partnership with an accredited research institute for a specific research project.
Conditions for non-resident researchers
Same conditions as national researchers.
According to Eurostat Guidelines for the assessment of research entities, Confidentiality undertaking and Terms of use of confidential data for scientific purposes have a format specific for non-EU countries.
Conditions for students
PhD students who are conducting research projects coordinated by scientific researchers may have access to data.
Legal framework
National:
- Law no.226/2009 for organisation and functioning of official statistics in Romania
- Law no. 190 / July 18, 2018 on measures to implement Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of individuals with regard to the processing of personal data and on the free movement of such data and repealing Directive 95/46/EC (General Data Protection Regulation).
European:
- Commission Regulation (EC) No 557/2013/CE, concerning access to confidential data for scientific purposes.
- Commission Regulation (EC) No 223/2009 of European Parliament and of the Council, of March 11, 2009 on European Statistics, amended by Regulation (EU) 2015/759 of the European Parliament and of the Council of 29 April 2015.
- Regulation (EU) No 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (General Data Protection Regulation).
How much does it cost?
Access to NIS microdata is free of charge.
How long does it take to obtain data?
8 weeks on average. This time span includes examination of the data request, issuance of the contract, microdata and metadata preparation.

A formal request must be submitted to INSSE by e-mail/letter. A contract has to be signed between parties. Data will be sent on CD-Rom.

The pages above provide information on microdata disseminated at the national level by the statistical institutes in the European countries and on microdata disseminated by Eurostat. The pages describe the data and the procedures for requesting access as well as the available types of microdata files (Public Use Files, Scientific Use Files, and Secure Use Files).
This information was initially collected by CASD/GENES for the CIMES database developed for Data without Boundaries project (funded by the 7th Framework Programme, the EU's research funding programme between 2007 and 2013). CIMES stands for Centralising and Integrating Metadata from European Statistics. Various organisations (ADP, CED, CNRS-Réseau Quetelet, FORS, GESIS, RODA, ONS, and UL) contributed to the creation of CIMES by collecting and structuring the metadata for the period of the Data without Boundaries project (2011-2015). In 2021, Eurostat moved the CIMES database to the CROS platform to facilitate updates of countries' information. Eurostat would like to thank all CIMES developers, especially CASD, for sharing the CIMES database and for all efficient collaboration.
