JOCONDE (Joint On-demand COmputation with No Data Exchange) is a project carried out by Eurostat in collaboration with Cybernetica to foster the adoption of Privacy Enhancing Technologies (PET) in the European Statistical System.

About the Project

The project motivations, vision and goals are presented in the paper Steps Toward a Shared Infrastructure for Multi-Party Secure Private Computing in Official Statistics published in the Journal of Official Statistics (March 2024).

The project was started in April 2024 following an open call for tender for the Specification, feasibility analysis and prototype demonstration of a multi-party secure private computing system for processing confidential sets of micro-data across organisations in support of statistical innovation (call documents are available on the eTendering platform here). The planned duration of the project is 24 months, closing in March 2026.

Technical approach

The envisioned system is based on a full overlay of MPC over TEE. Some architectural elements are anticipated in this presentation. The complete architecture will be detailed in the forthcoming deliverables.
