Target Group

Staff of NSIs involved in compiling, validating, or reporting forest accounts.

Statisticians responsible for environmental accounts or natural capital accounts who need to integrate forestry into broader SEEA/Regulation 691/2011 reporting.

Entry Qualifications
  • The participants are expected to understand the objectives of the European Forest Accounts and its links to national accounts.

  • Participants must have a sound command of English to make short interventions and to actively participate in discussions.

Objective(s)
  • Provide an overview of the key concepts of the European Forest Accounts, reporting tables A (Wooded land and Timber), B (Economic Aggregates) and C (Physical Supply and Use);

  • Inform about reporting obligations specified in Annex VII of Regulation(EU) 691/2011 (module for Forest Accounts);

  • Provide an overview of methods (default and advanced, if applicable) and data sources (EU-wide and national, as applicable) to produce forest accounts data for the legal module;

  • Instruct participants about essential validation steps and plausibility checks to assure good quality of data;

  • Instruct participants about best practices for filling the questionnaire and metadata for each of the accounts.

Contents

Day 1 and Day 2:

• Session 1: Introduction to European Forest Accounts:

(overview and links with other forest statistics and national accounts)

• Session 2: Asset accounts, Economic accounts:

(Structure, data sources and methods)

Session 3: Supply and Use Tables:

(Structure, data sources and methods)

 

Day 3:

Session 4: Best practices:

Metadata and Country presentations (0.5 day)

Session 5: Data validation

STRUVAL, CONVAL, validation rules (Eurostat) (0.5 day)

Expected Outcome

As a result of the course, the participants will:

  • Understand the key concepts of the European Forest Accounts; be familiar with the reporting obligations required for the EFA module of Regulation(EU) 691/2011;

  • Understand the methods suggested for the compilation of EFA data in Eurostat’s methodological documents and possible choices depending on the availability of national data and on other national circumstances;

  • Understand what steps/checks they should perform to assure good quality of produced data;

  • Be familiar with filling the reporting questionnaires and good practices for providing metadata.
