On this page, you will find the core deliverables of the work by the Centre of Excellence on the harmonised protection of Census data. Please note that this is an expert recommendation. It acts as an input to the discussion in the formal governance bodies of the European Statistical System.
On the sub-page on testing the recommendations, you will find guidance on how to implement the recommendations in the national production environment. Currently, the tools that are provided are based on SAS. The Centre of Excellence has recommended developing open-source tools for the implementation of the perturbative methods, which are recommended (a combination of record swapping and the addition of noise based on the cell key method). As the cell key method might particularly be unfamiliar to many, a presentation has been uploaded that explains the general idea (the presentation is based on a description by the UK Office for National Statistics of a method originally developed by the Australian Bureau of Statistics).
