THE PROJECT

The European Statistical System (ESS) and Eurostat aim to create new and innovative methods for producing statistics quickly as detailed data is needed more frequently than ever before. As part of this, the ESS Innovation Agenda aims to meet the demand for timelier and more detailed statistics by applying new innovative technologies.
To meet this emerging demand for more timely data, the ‘Modernisation of the HBS production’ project aims to provide Eurostat with a new and robust mechanism for statistical production of household budget survey (HBS) data. Building on Eurostat’s current legacy application, the project will enable the processing of HBS 2026 data submitted by Member States.

 

THE MOTIVATION

HBS is data collection that focuses on households’ expenditure on goods and services and can be used to understand and interpret living conditions in the EU. Results of HBS data collection are used to compile weightings for important macro-economic indicators including consumer price indices, which are used to measure inflation and national accounts.
However, its collection and processing require modernisation to meet the pace of today’s needs for timelier and more relevant data. The ‘Modernisation of the HBS production’ project is motivated by this need and aims to improve statistical production processes and products.

To improve the processing of this data, the project will:

  • improve the quality, timeliness, cross-country comparability and relevance of disseminated consumption expenditure indicators;

  • put in place a new statistical production process for HBS that considers characteristics and variables included in the new legal basis for social statistics.
     

Overall, the project aims to standardise HBS statistical production processes by implementing Eurostat corporate tools. It also aims to streamline data validation with National Statistical Institutes.

THE METHODOLOGY

The new statistical production process for HBS proposed by the project is a redesign of the existing application and uses up-to-date corporate tools for data transmission, validation and processing. 

This redesign consists of:

  • setting up a fully automated data transmission process via Eurostat’s data transmission programme EDAMIS (Electronic Data Files Administration and Management Information System);

  • implementing existing corporate tools like the pre-validation modules STRUVAL (for structural validation) and CONVAL (for content validation);

  • implementing the COOL (Corporate Orchestration and Overview Layer) application for the HBS domain to access information on data transmission and on the data validation process;

  • adapting specific tools and integrating them into the statistical production of the new HBS application GSAST-HBS3.
