Mandate of the EMOS Board

EMOS Board
Origin:
Eurostat proposes the creation of the European Master in Official Statistics (EMOS) Board (hereinafter referred to as "the Board") as a part of the EMOS governance framework. As endorsed by the ESS Committee in its meeting of 14 May 2014, the EMOS Board shall support the ESS Committee in the development of EMOS, including the award of the EMOS label.
Legal basis:
Objective 5.1 of the European Statistical Programme 2013-17: Satisfy learning and development needs in the ESS based on a combination of training courses and learning and development opportunities as provided for in the Regulation (EU) No 99/2013 of the European Parliament and of the Council of 15 January 2013 on the European statistical programme 2013-17. (OJ L 39, 9.2.2013, p. 28).
Mandate:

The Board shall advise the ESS Committee on matters relating to EMOS and report back to it.

As a part of the EMOS governance framework, the Board shall assist the ESS Committee with regard to the development of EMOS, in particular the award of the EMOS label to Master programmes in compliance with the EMOS requirements. It shall also contribute to quality monitoring of the EMOS Master programmes in order to ensure that the required standards are achieved and maintained through evaluation of new applications and extensions of the EMOS label.

Furthermore, the Board shall assist the ESS Committee in meeting learning and development needs in the ESS and advise on questions relating to higher education and training in Official Statistics. It shall further contribute to an exchange of experience and good practices in the area of EMOS.

The ESS Committee may consult the Board on any matter relating to education and training in Official Statistics. The Chair of the Board may advise the ESS Committee to consult the Board on a specific question.

Frequency of meetings:

Twice per year. If appropriate, a meeting can be held by video conference. The group may also be consulted by written procedure.

The evaluation of the modalities of the Board will take place in 2017.

Participants:
  1. The Board shall be composed of fourteen members: six from universities, five from National Statistical Institutes (NSIs), one from a National Central Bank (NCB), one from the European Statistical Advisory Committee (ESAC), and one from Eurostat acting as Chair.
  2. Members from universities shall be individuals appointed in a personal capacity. The other members shall be representatives of NSIs, NCB, ESAC, and Eurostat.
  3. Members from universities shall be appointed by the ESS Committee from specialists with competence in the area of education and training in Official Statistics and who have responded to the call for applications. Representatives from NSIs shall be appointed by the ESS Committee. NCB, ESAC and Eurostat shall nominate their representatives.
  4. Members are appointed for three years. Their term of office may be renewed once.
  5. Members who are no longer capable of contributing effectively to the Board's deliberations or who resign may be replaced for the remainder of their term of office. A representative from an NSI who resigns may be replaced by another representative from the same NSI.
  6. Members appointed in a personal capacity shall act independently and in the public interest.

Reporting authority:
The Board reports directly to the ESS Committee.
