Preamble
The EMOS mission aims to guide the implementation and development actions for EMOS in the future. It creates a basis for defining the goals and value statement for EMOS, which underpin communication efforts related to the direction and purpose of the programme and facilitate the monitoring of the progress and evaluation of the success of the EMOS programme in the future.
The EMOS goals have been drafted based on the mission. They outline the primary purpose and direction for the implementation and development of EMOS, enhance communication on EMOS and strengthen the EMOS brand.
The purpose of the EMOS value statement is to:
- build a value-based sense of identity and belonging for the members of the EMOS network,
- inspire and motivate the members of the EMOS network,
- enhance communication on EMOS to prospective students, partner institutions and stakeholders, and
- strengthen the EMOS brand.
The value statement addresses the broader EMOS community, namely, the members of the EMOS network, students, graduates, and partners. The tenants of the value statement are envisaged as guiding principles in the delivery of education as part of EMOS as well as professional conduct for the EMOS network members.
EMOS Mission, goals and value statement
Mission
The mission of the European Master in Official Statistics (EMOS) is to advance statistical education including the field of official statistics, foster collaboration among producers of official statistics and universities across Europe, enhance employability of graduates in the field of official statistics and promote attractiveness of statistical offices as employers.
Goals
The European Master in Official Statistics aims to be a leader in statistical education and development of advanced expertise in official statistics. Its goals are to:
1. Provide a high-quality and holistic education experience: support universities in providing students with cutting-edge educational opportunities through both didactic and experiential learning to develop critical thinking and judgemental approach, as well as relevant, comprehensive and up-to-date skills and knowledge, to ensure that students are prepared to address contemporary and newly emerging challenges, and take advantage of new opportunities in the field of official statistics;
2. Strengthen collaborative networks: enhance cooperation between statistics producers and universities to promote mutual knowledge exchange, thereby advancing (vocational) education and practice in official statistics;
3. Enhance EMOS graduate employability: create opportunities for EMOS students and graduates to engage with EMOS network partners and promote attractiveness of official statistics producers as employers. Strengthen the EMOS brand visibility and increase communication to highlight EMOS’ distinctive value;
4. Grow EMOS as a pan-European programme: expand the EMOS network to include at least one master’s programme in each EU Member State through targeted outreach supported by NSIs;
5. Prioritize professional integrity and quality: emphasize ethical considerations and the importance of maintaining trust, ethical and quality standards into the EMOS education framework to uphold the highest professional standards for the development, production, dissemination and use of official statistics, both at individual and at organisational level.
By actively pursuing these goals, EMOS aims to contribute to the quality, trust and innovation in the development, production and use of official statistics, supporting evidence-based decision-making across Europe.

The European Master in Official Statistics (EMOS) is dedicated to advancing education and fostering research and innovation in the field of official statistics through a commitment to the following core values:

We strive to create opportunities for education and research in essential topics in official statistics, data science, Artificial Intelligence, social sciences, and other relevant disciplines in support of innovation, continuous development, adaptability and resilience in the development, production and dissemination of statistics.

By promoting and facilitating partnerships, we value cultural and scientific diversity, we aim to enhance the educational experience, stimulate innovation, and ensure that EMOS curricula are aligned with the latest developments in official statistics. 4. Professional integrity and quality
We raise awareness of the culture of official statistics in society and its distinction from statistics in general. We emphasize serving public interest in providing independent high-quality information for the public debate and for evidence-based decision making, while promoting ethical considerations and the importance of maintaining public trust by offering content on best practices, scientific methods, ethical and quality standards in developing, producing and disseminating official statistics, such as the European Statistics Code of Practice.
