This report presents the implementation of the Online Job Advertisements (OJA) Landscaping process within the Web Intelligence Hub (WIH). The landscaping activity is a crucial step in mapping and evaluating OJA sources covering European countries, ensuring their relevance for data collection and labor market intelligence.
The study examines the evolution of OJA markets between 2017 and 2021, focusing on trends in public and private job portals, the impact of digitalization, and the role of Public Employment Services (PES). It highlights changes in online job search behavior, legal frameworks, and recruitment practices across different countries, emphasizing the increasing role of multinational job portals and automated recruitment technologies.
A structured landscaping methodology was applied, involving Individual Country Experts (ICEs) to identify and assess OJA sources. The implementation process included:
- The survey of OJA sources, using a standardized keyword-based search protocol.
- The development of an updated source registry, categorizing sources based on relevance, stability, and coverage.
- The expert internal workshop, fostering discussion and improving data quality.
- The landscaping report update, consolidating national-level insights into the broader European context.
Findings reveal an increasing concentration of OJA markets, with PES job portals assuming a stronger role in job matching and aggregation. Additionally, secondary job portals and recruitment agencies have expanded, integrating AI-driven job-matching solutions. The report concludes that the OJA market is still evolving, with digitalization and automation shaping future trends.
The insights gained from this landscaping process serve as a foundation for ranking and selecting OJA sources for integration into the Data Production System (DPS), contributing to the development of a robust European labor market intelligence system.
