Abstract

Statistical Office of the Republic of Slovenia collects data on Gross Fixed Capital Formation by region. The purpose of the statistical survey is to present gross fixed capital formation by region according to the Common Classification of Territorial Units for Statistics (NUTS). The European System of Accounts determines that the most appropriate observation units are local kind of activity units (LKAU). Business entities can be quite heterogenic and invest in many different activities in various regions. The use of LKAUs as observation units makes possible to combine homogenic data from two aspects - by activity classification and by location of gross fixed capital formation. By definition an LKAU unites all parts of the institutional unit that perform the same activity (4-digit level of NACE) on the same location. The use of LKAU enables us to arrange data by kind of activity principle, where data are classified by activities of units of business entities for which gross fixed capital is in fact intended, and territorially by the location of the unit. The calculation covers all business entities performing economic activity on the territory of the Republic of Slovenia in activities defined (according to the concept of production) with the 1993 System of National Accounts (SNA 93) and the 1995 European System of Accounts (ESA 95). The primary source of data used as a basis for calculating gross fixed capital formation by region is the Annual Statistical Survey on Gross Investments (INV-1 and INV-2 questionnaires). In addition, data from other statistical sources (national accounts, construction statistics, census), the Statistical Register of Employment and other institutions (Slovenian Roads Agency, Agency of the Republic of Slovenia for Agricultural Markets and Rural Development, Public Railway Agency of the Republic of Slovenia) are used. Gross fixed capital formation by the definition consists of investments into new fixed assets, costs of transactions of existing fixed assets and of additions to the value of non-produced assets.
