Abstract

Description
The statistics on business subsidies contain data on business subsidies by type of subsidy. The subsidies include direct subsidies, loans and guarantees. The statistics are based on data provided by certain state-owned institutions that have granted and paid subsidies. The data are classified according to the industry and size category of the enterprises that have received subsidies as well as by type of subsidy and payer.

Data content
The statistics contain data on business subsidies granted and paid by state-owned institutions, such as the Ministry of Trade and Commerce, the Ministry of Labour (since 2008 the Ministry of Employment and the Economy), the Ministry of Agriculture and Forestry as well as Finnvera and Tekes by type of subsidy (direct support, loan, subordinated loan and guarantee) and form of subsidy (e.g. investment subsidy, product development subsidy, energy subsidy, employment subsidy, agri-environmental subsidy). The content of the data file varies somewhat by payer. Data from Statistics Finland’s statistics on financial statements and the Business Register have been included in the data file.

Agricultural subsidies are not included in the statistics. Tax subsidies are not included either, as they are not targeted at individual enterprises.

Data collection methods and data sources
The statistics are based on data supplied to Statistics Finland by state-owned institutions that have paid out subsidies. Statistics Finland groups the data by recipient by type of subsidy at the annual level. The data by recipient are coupled according to the business ID with classification data extracted from Statistics Finland’s Business Register and e.g. data on turnover from the statistics on financial statements. The business IDs of all recipients of subsidies are not known. Therefore, the data on these enterprises have not been coupled with the other data.
