General conditions

Microdata files derived from Istat's surveys, are released free of charge and in compliance with the principles of statistical secrecy and protection of personal data. There are three types of highly anonymized data: two types of scientific use files (files for research purposes and standard files) and a public use file ("mIcro.STAT file").
Files for research purposes are developed in relation to statistical surveys regarding individuals and households as well as enterprises, and are created specifically for the purposes of scientific research.
They are the most detailed files and they may be requested exclusively by:
• subjects belonging to Italian universities or research bodies and institutions to which the "Ethical code for the processing of statistical data outside Sistan" (a data processing regulation that concerns universities and other institutions
outside the national statistical system) applies;
• other subjects that meet Eurostat requirements for the provision of microdata
files in accordance with European legislation.
Standard files from surveys on individuals and households may be accessed by a variety of users, but are restricted to study and research purposes. They are issued upon request with a valid reason for research or study purposes.
Public use mIcro.STAT files are developed for some surveys starting from the relative file for research purposes, as a subsample. They contain a lower level of detail in comparison with files for research purposes.
Researchers (defined as those affiliated to, or fellows of, Italian universities or research bodies and institutions to which the above-mentioned "Ethical code" applies) can also access secure use files using Istat's onsite safe research data centre, ADELE (Analisi di Dati ELEmentari).

Conditions for non-resident researchers

Non-resident researchers may have access under the same conditions as national researchers.

Conditions for students

There are no constraints for public use files as they can be freely downloaded directly from Istat’s website. To acquire such files it is necessary to register at the area of the Istat website dedicated to them and to accept the terms of use.
Access to other files is restricted, upon suitable application, to PhD students of institutions that are bound by the Ethical code for the processing of statistical data outside the National Statistical System (Sistan).

How to apply & modes of access
Public Use Files

Public use mIcro.STAT files are freely downloadable from the web, subject only to preliminary registration.

Scientific Use Files

Standard files are accessible for research and study use, after registration and submission of a written request. The requesting party must:
• outline the purposes of use of the data;
• indicate where the data will be kept and processed;
• undertake to use the data only for the defined purposes;
• undertake not to provide third parties with the data.
Applications are made online; a facsimile (in Italian) is available.
Release of files for research purposes requires submission of a research project providing evidence that data are processed for statistical or scientific purposes. The request is signed by a representative of the organisation (legal representative or authorised signatory) and indicates the project's scientific director and any other organisations taking part in the research. The issue of such files is subject to the fulfilment of certain requirements concerning both the requesting party's organisation and the characteristics of the research project. Specific terms and conditions concerning the use of the microdata apply. If the request is accepted, the project's scientific director is informed of procedures for downloading the file.

Secure Use Files

To apply for access, users have to fill in a request form (available online, in Italian). They need to specify in detail the research project they intend to pursue, plans for dissemination, methods to be used, reasons why scientific use files are not sufficient, description of expected outputs.
The applicant must also commit to respecting the ADELE Laboratory's conditions of use if the application is accepted. The application is first sent by e-mail to the Laboratory for a preliminary scrutiny, and then needs to be signed and sent for authorization, by post or fax, to the President of Istat.

Details & practical information
How long does it take to obtain data?

For Public use mIcro.stat files, access is immediate after registration. Acceptance of the request and authorization to download standard files takes up to about six working days.
Evaluation of the request and authorization to access files for research purposes takes up about twenty working days.
The authorization and preparation of the working environment in the ADELE Laboratory generally takes up to ten working days.

How much does it cost?

Research access to all data from Istat is free of charge.
