Microdata access conditions
General conditions

ELSTAT releases fully anonymised microdata from statistical surveys, not allowing direct or indirect identification of statistical units. It may also grant access for scientific purposes to data that enable the indirect identification of statistical units, provided:
(a) an appropriate request together with a detailed research proposal are submitted;
(b) the research proposal indicates in sufficient detail the set of data to be accessed, the methods of analysis, and the time needed for the research;
(c) a contract specifying conditions for access, obligations of the researchers, measures for respecting the confidentiality of statistical data and sanctions in case of breach, is signed by the individual researchers, their institution (or the organization commissioning the research), and ELSTAT.

Conditions for non-resident researchers

Non-resident researchers may have access under the same conditions as national researchers.

There are no special conditions for students.

How to apply & modes of access
Public Use Files

Scientific Use Files

Users must submit a written request together with a detailed research proposal. The latter must indicate, in sufficient detail, the set of data to be accessed, the methods of analysis, and the time needed for the research. The request and proposal are examined by the Statistical Confidentiality Committee, an internal body within ELSTAT, which makes recommendations to the President on: granting researchers’ access to confidential data for scientific purposes, the analysis level at which statistical data can be released to avoid re-identification of statistical units, and anonymisation criteria for the microdata provided. If the request is approved, then a contract between the researchers, their institution and ELSTAT must be signed.
As of 2014, ELSTAT is considering solutions to simplify these procedures while respecting statistical confidentiality.

Details & practical information
How long does it take to obtain data?

If the data requested are not confidential, then a relatively short time is often sufficient, depending on the volume of data requested and the time of preparation in case of a bespoke request.
If the data requested are already available in anonymised versions according to predefined ELSTAT criteria, then the request is satisfied almost immediately.
If the data requested enable the indirect identification of the statistical units concerned, then the procedure is more time consuming, allowing for the request to be examined by the Statistical Confidentiality Committee, and for the contract to be prepared and signed.

How much does it cost?

The pricing policy of ELSTAT pertaining to microdata files from surveys is based on the corresponding policy of Eurostat. Prices are adjusted regularly in line with corresponding prices at Eurostat.
The pricing by ELSTAT of special data processing or of other statistical services, are determined on a case by case basis by decision of the President of ELSTAT following the advice of the competent divisions.
