MNO-MINDS WP2

This work package deals with the following objectives: 

  • Proposing a grid of analysis of non-MNO sources which allows to assess their relevance for being combined with MNO sources. 
  • Proposing a list of potential combination of MNO and non-MNO data, in order to focus on the issues and analytical angles which are most promising for official statistics.
  • Using this grid and list to identify promising non MNO sources and classify the landscaped sources by using schema based on: type of data, aggregation level, type of use Examples of type of data are: administrative data, census, new data etc.; examples of aggregation level are: macro, micro, nano; examples of the type of target statistics are in accordance with the three themes as identified by the methodology. 
  • Conduct a systematic identification of the main pros and cons, costs and (potential) gains of previously identified sources. This analysis will benefit from various countries experiences with both MNO and non-MNO data. It will also integrate the relevance of a given source for producing target statistics. 
  • Assessing actual or prospective availability of the identified non-MNO data sources across participating countries. 
  • Finally, produce a short-list of the most promising non-MNO data sources, their relationship with potential target staistics, and with the ad-hoc survey to be designed in WP4 for improving MNO data. The existence and robustness of a methodology to combine a given source with mobile data, such as will have been explored in WP3, will be taken into account into the selection of the short list. 

In M5, the grid of analysis, a first list of identified non-MNO sources and the potential target statistics will be sent to all participating countries, in order for them to confront this analytical angle with their own experiences and potential data, in preparation for the SPRINT in M8. 

During the SPRINT in M8, a broad landscaping of potential data sources to be combined with MNO data will be conducted with the European Statistical System representatives and domain experts. Sources will be described as precisely as possible and their mains pros, cons and relevance to the target staistics will be assessed. The SPRINT will be in coordination with the activities of WP3 and WP4: the preliminary findings will be presented and discussed to provide WP3 and WP4 with input to their methodological work; the proposals from the methodology (WP3) will be introduced to the participants, to gain a broad consensus and collecting feedback; the main aspects of ad-hoc survey for improving MNO data (WP4) will be discussed, and availability to friendly test it will be collected.

After the SPRINT, the list of potential data sources will be consolidated and enriched thanks to exchanges with both WP3, in order to go deeper into the existence of accurate and robust methodologies for combining a given source with MNO data, and WP4 in order to integrate the results of the survey, which, by improving MNO sources, can also open new possibilities of combination between MNO and non MNO sources. Moreover, since some countries have access to MNO and non-MNO data (for instance the WP2 leader INSEE, which has access to present population and origin-destination matrixes from an MNO, and also to public-transport detailed data), the feedback of various national experiences will also benefit to the short-listing of the most promising sources and the analysis of their pro and contra.

T2.1 "Criteria of analysis of non-MNO sources and first list of relevant sources and potential target statistics" 

  • Proposing a grid of analysis of non-MNO sources which allows to assess their relevance for being combined with MNO sources. 

  • Proposing a list of potential target statistics derived from the combination of MNO and non-MNO data. 

  • Providing a wide preliminary list of non-MNO data along with a systematic identification of the main pros and cons, costs and gains, including their accuracy for the previously identified target statistics. 

  • Assessing actual or prospective availability of non-MNO data sources across different countries. If necessary, a short survey through the ESS will be carried out for this purpose. 

The impact of the integration of MNO and non-MNO data on existing and new statistics will also be considered.

Defining a short list of most promising non-MNO data sources for selected target statistics and documenting the criteria for selection. Discussing the short-list during the SPRINT sessions to select the most relevant non-MNO data sources regarding their feasibility (data availability), their impact, and their connection with the methodological developments in WP3 and WP4. Summary of the results.

T2.3 "Consolidation of the final list of most promising non-MNO sources and associated issues"

Enriching and consolidating the list of potential data sources thanks to exchanges with both WP3, in order to go deeper into the existence of accurate and robust methodologies for combining a given source with MNO data, and WP4 in order to integrate the results of the survey, which, by improving MNO sources, can also open new possibilities of combination between MNO and non-MNO sources. Integration of the feedback of various national experiences regarding the combination of MNO and non-MNO data.
