Abstract

External trade statistics monitors trade in goods with foreign countries. The extent of external trade is an important indicator of economic trends in a country; therefore we study both the structure of this trade and its dynamics. External trade statistics is important for monitoring bilateral and multilateral relations between countries as information support for negotiations, agreements and various economic policy decision-makings connected with commodity exchange with foreign countries. At the enterprise level, external trade statistics is used for market analyses of imports and exports of individual goods and often also in connection with manufacturing statistics. External trade statistics is input information for other fields of macroeconomics such as the system of national accounts and the balance of payments. Basic external trade data are also used for calculating external trade unit value indices, with which we measure the dynamics of import and export prices. After the accession to the EU the data on external trade statistics of Slovenia are acquired from two different systems: Intrastat or statistics relating to the trading of goods between EU Member States (monthly statistical survey) and Extrastat or statistics relating to the trading of goods with non-member countries (data from Single Administrative Document (SAD)). Data from the Intrastat system are collected directly from business entities on statistical forms. The business entities liable to report for Intrastat in a given reporting year are those which trade with EU Member States exceeded the exemption threshold in the preceding year for one or both flows of goods (flow of goods is total dispatches or total arrivals). The exemption threshold is set at a level that ensures that the value of at least 97% of the total dispatches and at least 95% of the total arrivals of Slovenia is covered. In a given reporting year also business entities that have exceeded the exemption threshold during the year are included. The business entities report only for the flow of goods for which the threshold was exceeded. The observation unit in external trade statistics is export and import shipment of goods which is covered according to methodological recommendations. The observation period is the calendar month.
