Abstract

The purpose of the annual survey on living conditions (EU-SILC) is to establish in what living conditions household members and selected individuals live; how they include themselves in the society and which are the factors influencing their social cohesion. Data that are collected with a survey and supplemented with data from registers and administrative sources are the basis upon which the following can be determined: the risk of poverty rate, the risk of long-term poverty, social cohesion indices and indices of non-monetary poverty. The survey contains three larger complexes of questions. The first part contains the introductory questions, where we find out if the household is appropriate for interviewing (if the selected person lives at the address) and the so-called register of persons, where then the basic data about all persons who live in the household are collected. It is followed by questions for the household as a whole and at the end the questions for selected persons. The survey is implemented in line with the Commission Regulation. Therefore the data of all EU Member States are directly comparable. The observation units are households and persons aged 16 and over who live in these households and have been selected at random from the Central Population Register. The survey is a panel survey. Every year the sample consists of approximately 12,500 persons or households. The survey is carried out every year from 1st February to 15th June. The EU-SILC survey consists of two parts or sources: the survey and the register and administrative data, whereas the register and administrative sources from which important information is gathered:
o Tax Authority – income tax and other sources
o Employment Service of Slovenia – unemployment benefits, financial aid, register of unemployed persons
o Ministry of Labour, Family and Social Affairs – social benefits, family income
o Agency for Agricultural Markets and Rural Development – agricultural subsidies
o Central Population Register – marital status, country of birth
o Pension and Disability Insurance Institute – pensions and other sources
o Statistical Register of Employment – status of employed persons, occupation, activity of employment, number of employed persons in the unit
o Institute of Public Health – status of inactive persons
o Ministry of the Environment and Spatial Planning – housing allowances
